Regarding the rights to use land in the Waterfront area, an important center for development in Cape Town, these have largely been assigned to the Waterfront Company. It was felt during the study that the LRT plan is being regarded as a corporate-led matter, whereas it needs to be incorporated more into the overall city plans.
